UPDATE:
After making my supposition about the Shipping Offer superceding the main shipping table, I went and tested it and it worked.
So if that little detail could be added to the quick start guide, it would help a lot of first time users and we would not have to feel bad about making a post like this below and then reading your other answer on my other post and seeing that it does work. Sorry to be so much trouble on this first install for me, but my client got the cart before the horse and started a lot of marketing activity before the cart was fully setup. Now they expect a lot of traffic the next couple of days and I am just trying to help them out by getting the cart finalized for purchases.

The instructions are not really instructions, they just show one possible scenario for shipping.

you will see up top I showed that the standard setup of using Greater Than or Equal To does not work for me.
If I put in 1 on order item count with a $9 charge, but I want all orders with order count of 2 or more to be free shipping how can this work.
That is the detail of instructions that need to be associated with the cart. So that is why I created a Shipping Offer thinking that the offer would be applied in place of the shipping. If it is as simple as the Shipping Offer supercedes the main shipping table, but the main shipping table must have an entry, then say that somewhere. Otherwise how am I to know. Trial and error is too time consuming.
I am confident that if I can just get one cart setup here with a couple of products with the full process done, that in the future, it will be very easy. But for now, I need to at least have enough detail to make it work.
