Is it possible to set up a payment surcharge for paypal and credit card? Eg a percentage 2.5% + a fixe amount $1 more on total order for using paypal/credit card and not cash. I'm using community edition.

Could you make this a feature request.

When this feature becomes available I'll probably buy a licence for standard ed.

If you are in the USA, the Federal Trade Commission, Visa, Mastercard etc  do not allow charging extra for charge card fees, but they do allow discounts for cash.
Since cash transactions via paypal also cost a percentage, just skip the idea and price your product accordingly.
