How exactly does the PayPal Express setting "Accept Payment from Confirmed Address Only" work?
In other words who does confirm which address and how is this done and how do i know if it is confirmed?

I think PayPal can confirm its users' registration addresses by sending them some code in mail. When they receive the code, they need to enter the code in PayPal to complete confirmation.
